The term 'Solvent' as it applies to the area of water can be defined as 'a substance that dissolves other substances, thus forming a solution. Water dissolves more substances than any other, and is known as the 'universal solvent''.

The term 'Solvent' as it applies to the area of hazardous materials can be defined as 'A liquid capable of dissolving or dispersing another substance (for example, acetone or mineral spirits)'.
