Handler

The term 'Handler ' as it applies to the area of agriculture can be defined as ' Generally, the first buyer of a farmer’s commodity destined for fresh market use (in contrast to processing). Under marketing orders, handlers are defined as anyone who receives the commodity from producers, grades and packs it, and sells it to someone else for further marketing. Usually, the requirements spelled out in marketing orders technically apply to handlers, although producers absorb their effects'.
