The term 'Emergency program manager' as it applies to the area of reclamation can be defined as ' The individual responsible on a day-to-day basis for a jurisdiction's effort to develop a capability for coordinated response to and recovery from the effects of emergencies and large-scale disasters. This official may be called the local emergency manager, civil defense director, disaster preparedness coordinator, or other similar title; the duties may vary from jurisdiction to jurisdiction'.
