A product containing a new (previously unregistered) active ingredient may be conditionally registered only if the Administrator finds that such conditional registration is in the public interest, that a reasonable time for conducting the additional studies has not elapsed, and the use of the pesticide for the period of conditional registration will not present an unreasonable risk.
