Community

The term 'Community' as it applies to the area of flooding can be defined as 'A political entity that has the authority to adopt and enforce floodplain ordinances for the area under its jurisdiction. In most cases, a community is an incorporated city, town, township, borough, village, or an unincorporated area of a county or parish. However, some states have statutory authorities that vary from this description'.

The term 'Community' as it applies to the area of reclamation can be defined as ' All members of a specified group of species present in a specific area at a specific time; a group of people that see themselves as a unit'.
