strategic estimate

'strategic estimate' is an military term. It means '(DOD) The estimate of the broad strategic factors that influence the determination of missions, objectives, and courses of action. The estimate is continuous and includes the strategic direction received from the President, Secretary of Defense, or the authoritative body of an alliance or coalition.
