'planning directive' is an military term. It means '(DOD) In amphibious operations, the plan issued by the designated commander, following receipt of the initiating directive, to ensure that the planning process and interdependent plans developed by the amphibious force will be coordinated, completed in the time allowed, and important aspects not overlooked.
