'embarkation phase' is an military term. It means '(DOD) In amphibious operations, the phase that encompasses the orderly assembly of personnel and materiel and their subsequent loading aboard ships and/or aircraft in a sequence designed to meet the requirements of the landing force concept of operations ashore'.
