'counterdrug activities' is an military term. It means '(DOD) Those measures taken to detect, interdict, disrupt, or curtail any activity that is reasonably related to illicit drug trafficking. This includes, but is not limited to, measures taken to detect, interdict, disrupt, or curtail activities related to substances, materiel, weapons, or resources used to finance, support, secure, cultivate, process, or transport illegal drugs'.
