'capstone publication' is an military term. It means '(DOD) The top joint doctrine publication in the hierarchy of joint publications. The capstone publication links joint doctrine to national strategy and the contributions of other government agencies, alliances, and coalitions, and reinforces policy for command and control. The Chairman of the Joint Chiefs of Staff signs this publication, and it is intended to be used by combatant commanders, subunified commanders, joint task force commanders, Service Chiefs, and Joint Staff directors.
