Affirmative Obligations -- Stipulation of the National Association of Securities Dealers (NASD) that Market Makers mention firm prices, join in the Small Order Entry (or Execution) System (SOES), create smooth Two-sided Markets, and publicize information on price and quantity no later than 1.5 minutes after execution of every dealing in a NASDAQ security.
