Additional Bonds Test -- Evaluation by underwriters of the status of the issuer of a bond, whether a business or government entity, in terms of ability to service the debt. The test determines, in the light of the assets and revenues of the issuer, how much of income will be used up in paying interest. By laying down financial benchmarks, the test can impose limits on the extent of issue of new bonds.
